Key drivers of value creation in the digital economy: ways to localize its creation and retention in national jurisdictions

Abstract
This article identifies the main factors of value creation in the digital economy. The specificity of integrated digital data as a driving force for the digital economy development is revealed. In this regard, it is shown that the impact that is made through the collection and use of data depends not only on the type of data concerned (closed or public, personal or impersonal, used for commercial or governmental purposes), but also on how effectively it is integrated into new data value chains. Taking into account the reduction of information asymmetry in the digital economy, it is concluded that price discrimination strategies are gradually changing due to specificity of monopolization and innovation strategies in the digital sphere.The author of the article analyzes the risks of new forms of monopolization, digital innovation strategies, effects and factors of value creation in the digital economy. The author puts forward the thesis about the need to ensure a digital future for many, not for a select few. The author of the article suggests the procedure for calculating the tax base based on a proportional approach to determining the coefficient of digital presence of international digital platforms in the market of Belarus and a number of other similar emerging markets.

Integrated modeling of investment flows in today's global economy

Abstract
The article reveals the economic aspects of the influence of modern trends in the cross-border movement of capital flows on the movement of international investment resources. The authors have formed a data-driven approach to the study of investment data and proposed relevant tools for intelligent data analytics. The issues of choosing algorithms of economic analysis for the study of trends in the world economy are considered. The authors proposed an economic-analytical integration model. In this model, a two-level approach to the study of economic investment processes is used. The approach is based on the developed mechanism for combining models, which provides a combination of top-down and bottom-up approaches.With the help of mathematical methods, the architecture of the platform has been formed. It allows forecasting macroeconomic indicators with the possibility of analyzing competitive factors of investment attractiveness of countries, trade policy and parameters of global capital movement. The proposed integration economic model can have practical application within the framework of the analytical tasks being formed. The characteristics of the model, such as flexibility and speed of adaptation to unstable environmental parameters, meet modern trends in the development of the world economy and solves the most pressing tasks of players on the international market.

Assessment of the impact of green investments in the countries of the Eurasian Economic Union on air pollution emissions

Abstract
Authors examined the impact of investments aimed at financing environmental conservation measures on the overall volume of atmospheric emissions from stationary sources in the member countries of the Eurasian Economic Union (EAEU) from 2017 to 2021, excluding Armenia, as data on environmental investments in Armenia were not available. To do this, the authors applied correlation analysis based on parametric, non-parametric, and robust models (Pearson, Spearman, Kendall correlation coefficients). The authors constructed regression models to assess the influence of green investments on CO2 emissions. Despite a reduction in CO2 emissions as green investments increased in EAEU countries (excluding Armenia and Belarus), the obtained data supports the hypothesis of no statistically significant impact of green investments on CO2 emissions during the analyzed period.

Changing the vector of international scientific and technical cooperation of the Russian Federation

Abstract
Russia is currently living in a changing long-term scientific and technological policy, and the effectiveness of minimizing the negative impact of restrictions imposed on the Russian Federation will depend on the decisions made in the future. The article provides a brief overview of the main directions of international scientific and technological cooperation. The purpose of the study was to determine a new vector of international scientific and technical cooperation of the Russian Federation. When developing a strategy for the scientific and technological development of the country for the long term, it is necessary to take into account the potential of partner states (both in the format of bilateral relations and within the framework of the EAEU, CIS, BRICS, and SCO). Contests held by the Russian Science Foundation together with foundations of other countries can be one of the tools for strengthening cooperation. Technological sovereignty: basic principles of the concept of national scientific and technological security

Abstract
This article is devoted to methodology of the basic principles of the concept of national scientific and technological security. To achieve this goal, the authors give a brief assessment of the existing geopolitical situation associated with the transition from the model of inclusive capitalism to glocalization: the formation of local macroregions. To create these regions, technological sovereignty is one of the necessary and most important conditions. The authors analyzed the existing scientific researches devoted to the problems of national technological sovereignty at the current stage of development. The authors form twelve basic principles of the concept of national scientific and technological security. Along with tools for quantifying and monitoring the achievement of targets in the field of technological and resource sovereignty and regulatory support for these processes, these principles can serve as the necessary basis for a national program in this area and create the necessary prerequisites for the geopolitical development of our country.

Institutional-organizational and normative bases of state information policy in trust sphere

Abstract
The article is devoted to the analysis of the institutional foundations of state policy for sustainable public trust in economic institutions. The article examines the system of formal institutions that constitute the implementation of the state information policy. An understanding of the organizational foundations of the state information policy is also given. The authors have identified the basics of long-term, medium-term and short-term state information policy. Problems of investment support of reproduction processes in the economy of Russia

Abstract
Amidst the approaching moment of transition to a new technological mode, the construction industry must be the first one to undergo transformation among the branches of the national economy. After all, it should provide all other industries with new fixed assets, taking into account the modernization of industries and their preparation for a new way of life. In addition, to solve this problem, the construction industry itself must be transformed on the principles of innovation and digitalization. The task of the state is to maintain the strategic vector of development, as well as its stimulation in the industries. The purpose of this article was to determine the investment support resources for the transformation of fixed assets of the country's national economy sectors and the implementation of state programs and projects, including public-private partnerships. The circle of institutions investing in the reproduction of fixed assets of the country's economy has been determined. Characteristics of the digital asset market evolution

Abstract
Nowadays, a physical asset is increasingly being integrated into the digital environment, creating a large amount of information during its life cycle, which is used to improve the management of processes at the stage of its use. The financial industry can be seen as at the forefront of a far-reaching evolution in which assets are tokenized and exchanged among themselves, potentially causing significant structural changes in business and the economy. The term “digital asset” carries many technological and financial connotations that have formed in a very short time compared to other asset classes. With new technologies, new challenges arise, especially regarding legal obligations in the conduct of transactions and the storage of digital assets. The article considers approaches to determining the essential characteristics of digital assets and their difference from traditional ones.The authors identify the main stakeholders in the management system and provide a forecast for the development of the digital assets market in Russia. Platform approach to the development of information support for scientific, technological and innovative activities

Abstract
As the volume of data increases exponentially, the outcomes of scientific research and practice are increasingly dependent on the search for data-driven theories and knowledge. At the same time, constant access to research data is currently a problem for stakeholders in the scientific community, while the storage of initial data from previous studies and the principle of open access open up wide opportunities for the scientific community. This article raises the question of the need to develop in Russia a comprehensive system for archiving digital research data and providing access for academic staff, including undergraduates and postgraduates. It is proposed to create a platform for the exchange of scientific data as a tool for improving the quality of scientific research, information support of scientific, technological and innovative activities. Information about digital scientific data platforms in China, the USA, and the UK was used as the research material.

Institutional forms of cross-border regional cooperation in innovation

Abstract
The research is devoted to the problem of innovation transfer as a result of regional cross-border cooperation. The practical implementation of scientific, technical and innovative cooperation between the neighboring EAEU countries and individual regions actualizes the scientific task of substantiating and developing specific institutional forms that can determine the interaction between the subjects of innovation activity on both sides of the border. The article examines the best practices of the EU in the implementation of cross-border cooperation in innovation. Conclusions about the geographical distribution, number and types of participants in project initiatives are drawn. Based on the analysis, the main types of cooperation between the participants in the context of institutional forms of cross-border cooperation in innovation are classified. It is proved that in the conditions of developed cross-border integration, cross-border regions are able to use the border factor as a development resource. The results of the study are addressed to regional public administration and local self-government bodies that develop programs and projects of cross-border cooperation, and can be useful in substantiating specific mechanisms and forms of implementation of such projects.

Network innovation structures in the regional economy: forms and types of management strategies

Abstract

The article deals with the problems of activation of the regional innovation process in the paradigm of network management. The research purpose was to analyze the role of innovation networks in stimulating the growth of the regional economy, as well as the effectiveness of various forms and types of strategies for managing network innovation structures in the regional management system. The research methodology is based on the complex application of such general scientific, economic methods and approaches as dialectical, systemic, situational, analysis and generalization. As a result, the influence of innovation networks in the creation and maintenance of the regional innovation system was determined. The advantages and risks of realizing the potential of innovative structures in the regional economy were shown. The expediency of developing and implementing an effective management system for the formation of regional innovation networks in accordance with the proposed stages was substantiated. The characteristic of the main forms of network management was given. The role of various types of innovation network management strategies was determined. Methods and tools for the public management of the smart city

The research purpose was to develop the theoretical provisions for the public management of smart cities and to systematize the methods and tools for the public management of smart cities. Digital technology has a huge impact on the development of modern society, including through new models for managing socio-economic systems at different levels. At the municipal level, the model of smart cities is increasingly used as ideas for managing the territory, which involves a digital technological basis and socio-economic models formed on its basis as drivers for the development of urbanized territories. New conditions for the existence of urban areas create the need for the development of new foundations for managing these areas. The article identifies the problems of public management of urban areas and systematizes the methods and tools of public management of smart cities. The novelty of the research lies in the development of provisions for the public management of smart cities. Tools to stimulate open innovation for urban spaces

Abstract

The article aims to analyze the tools to promote open innovation for urban spaces. Open innovation is the process of creating new products and solutions through the involvement of various stakeholders. The main advantage of open innovation is the ability to adapt new solutions and products to the diversity of the social environment. For urban spaces, open innovations can reduce the asymmetry between the proposed technology and the interests of citizens and other agents of urban policy. Tools to promote open innovation for urban spaces are live labs, regulatory sandboxes, govtech accelerators, frameworks for organizational reforms. These tools include such incentives as access to capital or investments, databases, pilot projects and testing environment, expert evaluation, prospects for scaling and commercialization. The article discusses examples of how to use these tools. The energy security of the country in the new geopolitical conditions remains at the center of broad scientific discussions. Today, we are witnessing how the global contours of a new world order are being formed, where Russia's prospects as a leading energy power will largely be determined by its ability to adapt to new challenges. In response to Western sanctions, Russia turned eastward, opting for export-oriented development, which determined the strategic priorities of state energy policy. Climate project management in cluster structures using PRiSM methodology

Abstract
The article is devoted to the actual scientific problem of sustainable management of climate projects in cluster structures. The concept of sustainable development, project management theory and cluster theory were used as methodological basis of the research. The article analyzes international and Russian standards in the field of project management. Based on the research results, yje authors recommend to apply the PRiSM methodology for sustainable management of climate projects in integrated cluster structures. It is shown that the implementation of climate projects based on the PRiSM methodology can have significant advantages over the traditional approach to project management in the case of the introduction of a cluster approach based on industrial symbiosis. Industrial digitalization: possible study approaches and research methodology

Abstract
The predictions of scientists of the last century about the weakening of the position of material production did not stand the test of time. The large-scale development of information technology in practice turned out to be inextricably linked with the industrial vector of society's development. A significant number of scientists and practitioners are engaged in the study of digitalization processes in industry, which is confirmed by a large number of articles and publications. In this regard, the author identifies seven main research vectors, paying special attention to the methodology of studying the problems under consideration. In the context of a critical analysis of the available developments, the author's vision of the methodology is proposed. It is the unity of two sections: essential and applied. Within the latter, three approaches are distinguished: technological, process and industrial, which define the basic structure of the methodology for evaluating the processes under study. Based on the research results, a detailed definition of the category of digital transformation is given.

Abstract
The authors reveal the meaning of digital integration, define its main tools and their role in digital integration in industry based on the application of a systematic approach and comparative analysis. Based on statistical analysis, a study of digital tools used by domestic organizations was conducted. As a result, an upward trend was determined, which proves the widespread introduction of tools and technology for converting production, technological processes and external communications into digital form. As a scientific result, the article reveals the idea of creating a single digital space of industry based on the creation of the concept of digital integration tools. The results obtained are the basis for further development of the concept of a single digital space. Industry 4.0: prospects for digitalizing and transforming Russian industry

Abstract
The Industrial Revolution is a complex multifaceted concept. Representing a fundamental change in the parameters of production activity, these transformations are primarily associated with the modernization of the means of production, providing new production opportunities. Each stage of the industrial revolution is based on the results of previous development. In this regard, the article examines the key elements of production automation preceding its digital transformation. Their level of development determines the possibility of further progressive transformations. The article implements a methodology for considering the factors of digital transformation from the standpoint of process, technological and industry approaches. The data on the level of domestic RD and the degree of production automation are given. The conclusion about the weak readiness of the domestic production system for digital transformation is made. The secondary importance of the problems of transition to progressive methods of production in the implemented industrial policy of Russia is determined.

Competition and value creation: what is changing?

The uncertainty of the future characteristic of our time and the instability of current conditions forces companies to significantly change their strategic priorities and investment directions from combating the shortcomings of existing products (although it is still advisable) due to their shortening life cycle to mainly developing new products and working within new business models. The creation of value by the manufacturer of the goods largely depends in modern conditions on how much he can take into account the possibilities of creating value by his buyer in the process of using it. Accordingly, price competition recedes into the background, and the central place is occupied by product competition and competition of the operating conditions of the product.

Abstract
One of the most effective methods of website optimization for search engines is search engine optimization (SEO). However, it is important to note that SEO optimization is not a one-time task, but rather a continuous process. It takes constant attention and effort to maintain a high search engine ranking and ensure the continued success of your online business. This scientific article discusses the tools for automating SEO processes, presented in the form of two groups: SEO processes of working with the site and administrative functionality. In the first group, practical examples show the possibilities of automating the collection of semantics, parsing, text analysis, and search analytics. Automation of administrative functionality consists of automation of monitoring, reporting, task management, calculation of project cost, and preparation of a commercial offer. Automation of SEO processes is presented in detail for the first time in the scientific literature. This allows to expand the knowledge of SEO specialists both in terms of working with the site and managing workflows. The article will be useful for people who are engaged in SEO optimization on their own, which will help improve the site and promote the business. The tools presented in the article are no less important to business leaders as a way to free up team resources, enabling employees and the project manager to solve other more important and complex tasks.

Model for the strategic design of corporate innovation infrastructure in a digital environment

Abstract
Innovative infrastructure is a necessary component of the company's successful innovative activity. However, the digital environment imposes new requirements and opens up new opportunities in the development and implementation of innovations. In this regard, the purpose of this article was to develop a model of interaction of the innovative infrastructure with the elements of the innovation ecosystem of the territory for faster obtaining the resources and competencies required and often insufficient for the implementation of the chosen strategy, as well as the realization of opportunities for joint development and coevolution. The key provisions regarding the design of the company innovative infrastructure in the digital environment are formulated. They are as follows. Depending on the strategy chosen by the company, the requirements for the innovative infrastructure are set. Based on the gaps' analysis, priority directions of infrastructure development are determined. Using the method of deploying the quality function, the gaps' assessment was carried out . Ensuring the company flexibility in the digital environment requires active interaction of the company with the innovative ecosystem of the territory.The format of interaction is determined by the ratio of the company maturity levels and the ecosystem. In order to select the directions of development of the innovative infrastructure on the basis of the analysis of the gaps, a multifactorial model of substantiation of the variant of cooperative interaction is proposed. To determine the format of cooperative ecosystem interactions, a configurator has been developed. Abstract
The relevance of the phenomenon of "intercorporate reasonable trust" as a necessary socio-economic imperative for the coordinated building of stable economic and contractual relations between the companies involved in building a business is substantiated.The subject content of the phenomenon of "intercorporate reasonable trust" is revealed through the establishment of a systemic triad of staged principles: (1) adequate compliance with the codes of the corporate culture of the participating companies, (2) coordinated adherence by the participating companies to the system of formal and informal business norms in the form of intercorporate legal relations, (3) joint development and implementation by the participating companies of an intercorporate strategic vision. The targets and the Roadmap for the gradual establishment of stable long-term business relations between the participating companies on the platform of "intercorporate reasonable trust" have been determined.

The authors suggest a set of recommendations for the introduction of predictive maintenance of equipment at high-tech companies. The introduction of predictive maintenance of equipment can significantly affect business processes. It can improve the equipment efficiency, reduce the cost of equipment maintenance and troubleshooting, as well as improve the quality of products. For the successful implementation of predictive maintenance, it is proposed to use a hierarchical structure of tasks, which is the basis of calendar planning. Modeling and assessment of risks associated with the introduction of predictive maintenance is carried out. One of the main aspects of the article is the study of the impact of equipment predictive maintenance on the company financial performance. Improving the risk management mechanism at coal mining companies

In the coal mining industry, a significant portion of the industry's assets are exposed to high levels of risk at all stages of the technological process. Injuries and accidents occur to employees of coal mining companies. Therefore, all these factors have a direct negative impact on the attractiveness of investment in the industry. The creation and development of an effective integrated risk management system is highly relevant for coal mining companies.The article reflects the results of the authors' analysis of emerging risks and practical suggestions for risk management, including their minimization in the industry. Despite the active preventive measures taken by the state, a number of risks cannot be completely avoided or minimized to the greatest extent possible, taking into account the specifics of the industry.As part of the assessment and identified problems, the authors suggest ways to minimize risks, including the development of an insurance system, which should be considered as a mechanism to reduce the impact of risk on the financial and economic condition of mining and processing enterprises.The materials of the article will be of interest to representatives of the professional sphere, researchers, the public, academic staff and students of specialized universities.

Specifics and prospects of central bank digital currency

Abstract
The financial systems of many countries are transitioning to a new development paradigm. Obsolete traditional payment models are being replaced by digital tools in the form of a wide variety of private cryptocurrencies. In such conditions, the main task of the state is to create a regulatory framework for legally recognized digital currencies. The research is devoted to identifying the specific features of the issuance and circulation of digital currencies of the central banks.Almost all states implementing the digital currency mechanism are undergoing the stage of pilot testing of these digital instruments in the absence of a single coordinated algorithm of actions. The author systematized the preliminary results of test projects for the issuance of foreign digital currency. Its specificity is revealed, and the prospects for the introduction of the digital ruble of the Bank of Russia are determined. This made it possible to develop the theoretical foundations and the conceptual and categorical apparatus of the currency system.The digital currency of the Bank of Russia has a high potential in the conditions of anti-Russian sanctions, but it is characterized by a fairly high level of risk in the process of establishing new financial mechanisms.The research results can be useful to experts and specialists of the financial and monetary system who carry out activities in the field of legislative regulation of the digital currency market, as well as state authorities implementing national projects of digital transformation of the Russian economy.

Your Money or Your Life concept as a marketing tool for medical organizations amidst the healthcare digital transformation

Abstract
The article discusses the concept of Your Money or Your Life, developed by Google to optimize the process of marketing analytics for users' search queries on the Internet. The authors have compiled a description of the implementation of marketing activities in medical clinics. The authors have made a selection of scientific publications of Russian and foreign scientists about marketing in healthcare. Based on the E-A-T approach to checking resources by Google employees, recommendations to improve medical clinic resources and attract new Internet users were listed. With the help of a map of critical quality parameters, the basic needs of clinic patients are identified. These needs must be translated into articles of corporate resources of medical organizations. Following this concept entails advantages and disadvantages, as well as opportunities for the development of medical organizations as adequately developing commercial businesses.

Effects of institutional transformations of the labor market amidst digitalization

Abstract
The article characterizes the main effects of the transformation of labor market institutions amidst the digitalization.The trends and prospects of modernizing the services provided by the State Employment Service in the modern conditions are analyzed.Institutional problems of digital platforms are highlighted. The results of the analysis of the readiness of employment services' employees to digitalize activities are presented. This will increase the mobility of applicants and shorten the period of employment, using electronic resumes, information about vacancies and salary levels, organizing remote interviews with employers, getting information about the requirements for skills and qualifications, etc. There is the need for employment service employees to use modern digital platforms accumulating large amounts of data, allowing them to quickly accumulate information and create an adequate picture of the real situation in any region of the country in various cross–sections: professional, qualification, sectoral, etc. The factors constraining the process of effective institutional transformation of the labor market, taking into account the patterns of digitalization, are identified. Regional asymmetry in the possibilities of access to electronic services of public employment services is shown. The vision of the role of employment promotion agencies in different scenarios of labor market development is presented.

Abstract
This article examines the factors of staff resistance to innovation that hinder sustainable economic growth, and suggests a mechanism for overcoming staff organizational resistance. The author draws attention to the asymmetry of information, limited investments and intellectual resources, institutional features and resistance to change as key factors hindering the achievement of sustainable growth. It is proposed to use an integrated management system based on environmental principles of development to overcome the staff resistance and increase the effectiveness of changes. The approach is to adapt the existing tools of strategic planning and change management, taking into account the specifics of the organizational groups. The results of the article can be useful for the development of change management strategies and the introduction of innovation in industrial enterprises.

Ecological intelligence in the concept of human capital theory

Abstract

The problem of sustainable development of human capital has gained special relevance amidst high uncertainty. Socio-economic research focuses on issues related to the environmental formation of society's thinking. This article reviews the historical periods in which the concept of human capital began to emerge. The manifestations and interconnection of environmental intelligence with the goals of sustainable development, the ESG approach and the theory of human capital were identified. Definitions to the concepts of human capital and environmental intelligence are given. As a result, the definition of ecological intelligence in the general understanding of the ratio of the concepts' totality was determined.Funding. Abstract
The article is devoted to assessing the potential of introducing end-to-end digital technologies into the educational process. The application of end-to-end digital technologies in higher professional education is considered, the trends of domestic and foreign research are analyzed.The concept of "digital maturity" as a tool for assessing the degree of ownership of digital competencies is introduced and justified. The main indicators of assessing the digital maturity of an educational organization are highlighted. Their insufficiency is noted and additional indicators are proposed.The potential of using end-to-end digital technologies in the educational process is considered, as well as the possibility of using big data technologies and artificial intelligence in education in general: in particular, for building an individual educational trajectory of personal development of students, identifying research competencies or predisposition to leadership. Innovative activity of Russian universities and Priority 2030 indicators

Abstract
The article is devoted to the analysis of the impact of indicators of Russian universities on the achievement of key indicators of the Priority 2030 program in the direction of "Research Leadership" as indicators of innovation activity. The mutual influence between individual indicators of Russian universities and key indicators of the program is examined; the results of correlation analysis are presented. There is a strong correlation between innovation activity and indicators of the quality of future university students, as well as the effectiveness of international activities not only in attracting foreign students, but also leading foreign professors and researchers. There is a strong correlation between the effectiveness of the university's innovation activities and its cooperation with foreign organizations, as well as the level of employees' salaries. The obtained results of the interrelation of indicators help to effectively prioritize activities to increase the innovative activity of the university. This article is of interest to researchers of innovative activity of Russian universities, whose sphere of interest includes cause-and-effect relationships of the effectiveness of university innovative activity. In addition, the conclusions of the article may be useful for the top management of universities to achieve the goals of improving the efficiency of innovation activities.

Abstract
Throughout the industrial era, the technological culture of the industrial company was largely divorced from organizational and management engineering.The contradiction between the mechanistic and humanistic-participatory paradigms of industrial growth is not resolved at the new post-industrial stage. Now it is even more obvious that every industrial technology needs to be managed and controlled.The concentration of problems is highest in the high-tech industry, where extreme awareness of technological solutions is required with the demands of high speed to market. The authors propose to consider the possibility of resolving this contradiction in the context of projective learning as a base model of management and technological competencies for middle and lower management in a high-tech company.From the standpoint of the scientific novelty, the concept of the model of basic competencies is proposed to be substantiated by the principles of value, functional, and prognostic approaches. The results of the study can be used to manage lean organizational changes both at the stage of forming a model of professional competencies of a high-tech company, and in planning, evaluating the effectiveness of the implementation of training for managers involved in the changes.

A model for transforming sector-specific transportation training organizations

Abstract
The article contains the results of a study aimed at improving industrial transport university complexes. The development of industrial transport education in Russia since 1701 is shown. Four main stages of development of industrial transport educational organizations are identified.The connection of universities with the market and the role of the state in the development of transport education in the country is shown. The analysis of the current situation in the system of transport education in Russia is given; development trends are outlined; and the need for transformation of educational organizations is proved. The review of the existing methodological solutions of the transformation process is carried out.A process model of transformation of industrial transport educational organizations has been developed. The algorithm of universities' transformation based on three levels of management is presented.The transformation of universities will allow them to be included in the future configuration of the educational system, in which universities will become a sphere of attraction for leaders of industry changes and will contribute to the formation of new markets.
