Abstract

The authors substantiate the relevance of managing the balanced development of the socio-economic system in the current conditions of turbulent macroeconomic factors and the need to achieve national security goals. The article reveals the features of methodological tools for indicative assessment of the balance of the regional socio-economic development, based on the calculation of structural indicators, determining the value of the mono-economic development coefficient, as well as diagnostics of variations in the sectoral structure of the regional economy. The assessment of the balance of socio-economic development of the Samara region is carried out, which makes it possible to identify problematic segments of declining sustainability and the potential of destructive factors. The article solves the problem of finding a balanced development of the regional socio-economic system based on the adaptation of the indicative assessment methodology. Based on the results of the research, it is concluded that it is necessary to correct the socio-economic development of the Samara region in order to achieve greater balance. The proposed methodology can be applied for further research by representatives of the scientific community to provide diagnostics of the balanced development of socio-economic systems. The results of analytical calculations can become an actual information foundation for representatives of regional management, ensuring a reduction in the level of uncertainty when making managerial decisions focused on achieving the goals of sustainable regional development. The use of indicative tools to assess the balance of regional development can be considered as an element of scientific research novelty.Acknowledgments:The work was carried out as part of the implementation of the development program of the Southwestern State University of the Priority-2030 project.

Conceptual model of industrial development project management in special economic zones

Iskandarov D.Z.

Abstract

The state policy in the field of industrial development involves special economic zones to create system-forming conditions for the implementation of investment projects that are of priority importance for solving the problem of interregional differentiation in terms of socio-economic well-being of the e constituent entities of the Russian Federation. It is planned that this tool for promoting economic activity will solve the current situation of spatial disproportion in centers of economic growth, which leads to a decrease in the level of investment attractiveness outside such places of concentration of entrepreneurial activity. The article presents a conceptual model demonstrating the specifics of management processes and implementation of industrial development projects in special economic zones. The whole set of theoretical approaches, concepts and theories that formed the basis for the development of the model is given. The structure of the model makes it possible to determine the directions and prospects for further research within the framework of the problems of spatial development and the elimination of infrastructure constraints caused by the unbalanced territorial placement of investment sites with a special mode of economic functioning. The scientific value of the research results is presented in a strict logical sequence and has an extensive theoretical base that systematizes the data of the conceptual model into a single and compact form. The research carried out is of particular importance for various parties participating in the implementation of investment projects in the special economic zone, such as investors, contractors, management companies, government agencies and municipalities involved in ensuring the effective use and involvement of special economic zones in increasing the pace of economic development of the country.

Popov E.V., Semyachkov K.A., Veselova K.Y.

Abstract

In the modern world, digital technologies penetrate into all spheres of society and open up completely new opportunities for all the development of smart cities. The rapid spread of the Internet leads to an increase in the number of platforms and virtual communities that allow companies to effectively use the potential of consumers to develop new products. Despite the huge number of studies on smart city projects, there has not yet been a typology of tools to increase public loyalty, providing leadership positions for the management of such projects. As a result of the conducted research, the tools for increasing the loyalty of the population are differentiated according to the following criteria: the economic component, the levels of loyalty programs and the number of participating companies and brands. Within the framework of the criterion approach, various tools for increasing consumer loyalty to various projects are systematized. These instruments are as follows: direct discount, discount on the next purchase, bonus programs, cashback, service programs, privilege programs, ecosystem and partner programs. The applicability of systematized tools to increase consumer loyalty for the implementation of smart cities development projects is shown. The scientific novelty of the obtained result lies in the systematization of tools to increase the loyalty of the population to smart cities development projects, complementing the methodology of management of digitalization processes of urbanized territories.Acknowledgments:The study was carried out in accordance with the research plan of the Institute of Economics of the Ural Branch of the Russian Academy of Sciences.

A multi-factory model of the determinants and forecasting of forest product prices (on the example of pulp)

Sushko O.P.

Abstract

The high volatility of prices for most types of forest products is the problem of sustainability of the forest complex not only for Russia, but also for the world market. Fluctuations in global and domestic prices for forest products create problems for planning and forecasting the activities of all subjects of the forest complex. Researchers have developed a variety of forecasting methods and models from simple averaging techniques to complex software and hardware systems, but the changes taking place today predetermine the development of new forecasting methods. Predictive models based on a combination of quantitative and qualitative methods are becoming more and more popular. The author has examined many factors that determine the price movement of timber products and influence various components of price dynamics. The main factors have been identified. The structure of price dynamics is determined; and a trend-cyclical model is developed. According to the developed adaptive model of price forecasting, two variants of price dynamics for the period up to 2029 with a trend according to the actually established trend of the previous period are designed. The second variant of forecasting price dynamics is presented with an adjusted trend based on China's GDP growth rates according to the official forecast. The results of the study of trends and patterns of price movements and the development of multivariate price forecasting will broaden the theoretical and practical foundations of macro and micro forecasting.

Muraev I.G., Smetanin A.V., Sushko O.P.

Abstract

The scientific problem of this study is related to the identification and generalization of the results of the timber complex as an object of strategizing. The article presents some results of diagnostics of the timber complex of the Arkhangelsk region. Technologically, the structural and multi-layered timber complex of the Arkhangelsk region qualifies for effective strategic management as a difficult socio-economic system. Diagnostics included the main activities of the timber complex, the main of which were the resource base, innovation and technological potential, financial and economic results, production and market indicators, and human resources. The diagnostic results showed mixed results. Thus, the use of the resource base, innovation and technological potential, and human resources have an insufficient level. Financial and economic results, production, and market indicators as a whole had positive dynamics with the exception of the extraordinary periods of 2022-2023. The obtained results of diagnostics of the timber complex allowed to form the main problems hindering development, which should be taken into account in strategic planning and forecasting. The scientific significance of the results obtained lies in the fact that the study based on a comprehensive analysis of the activities of the timber complex with the allocation of the main areas of diagnostics contributes to the methodology of strategizing. The applied significance is due to the possibility of applying the results of the study to form a strategy for the development of Russian timber regions.

Subject's image resonator in ensuring business growth amidst marketing turbulence and manipulation influences

Shchepakin M.B., Khandamova E.F., Zhamankulova D.S.

Abstract

The article substantiates the strengthening of the influence of image formation on the implementation of the processes of marketing and behavioral adaptation of subjects in the context of solving priority tasks of innovative development of business, government and society. The turbulence of information flows of different semantic content and orientation destroys the identification parameters of subjects, subjectivizes the reflection of the real image of the subject by means and tools of information marketing and reputation manipulation, and thereby destabilizes public and personal consciousness, as well as shakes the behavior of individuals. The negative influence of simulation information resources on innovative transformations in business and society is argued. This generates dissonances of various nature, leading to communication and behavioral asymmetry as a result of weakening information and behavioral congruence in the created communication fields of subjects and blurring the media landscape in the interests of beneficiaries of inhibiting innovative changes in the national economy and preventing it from gaining economic sovereignty. Thus, it is necessary to strengthen the trust of society and its citizens in business and government by objectifying their image characteristics and turning the image into a catalyst for innovative transformations of a constructive and creative nature. A model of managing the image-marketing adaptation of business to the conditions of turbulence of information-manipulative influences on the subjects of communication relations from various sources of their origin is proposed. It could be useful to ensure increasing the potential of economic growth based on obtaining an integrative multiplicative effect.

The publication presents the results of a comprehensive analysis of the competitiveness of cigarette brands using several methods: the ratio of “quality and price” of cigarettes, the expert method “11111-55555”, and a comprehensive method of integrated assessment of cigarette brands based on empirical data obtained from the study of consumer demand. Based on the results of the study, the following heterogeneous data were obtained: on the levels of competitiveness of cigarette brands, both from the points of view of experts on quality indicators, on the index of the ratio of quality and price indicators, as well as the vision obtained as a result of an expert brainstorming session using the “11111-55555” assessment methodology. In addition, an analysis and assessment of the competitiveness of cigarettes from the point of view of their direct consumers and buyers was carried out. As part of the research, a primary marketing study of consumer preferences for cigarette brands in the Perm market was also conducted. The use of a triple complex of different methods ensured the receipt of objective generalized results: when assessing according to quality and taste criteria, the same results were obtained, when the obtained qualimetric assessments of the quality of cigarettes were correlated with the price of their sale, other results were obtained, which also differed from expert assessments using the “11111-55555” method. As a result of calculating the integrated indicator of the competitiveness of the cigarette brands under consideration in the opinion of consumers, additional new data were obtained. As conclusions, practical recommendations for optimizing cigarette purchases for smokers and recommended measures for improving their competitive strategies for manufacturers of the cigarette brands under consideration are formulated.

Efficiency in the public sector: problems and possible solutions

Gotsko T.V.

Abstract

The vector of transformation of public administration is close attention to the problem of efficiency in the current legislation, regulatory and methodological materials and theoretical publications. A positive trend is the focus on the harmonization of the management processes of state and municipal programs with national projects. However, there are a large number of pressing problems and contradictions due to the lack of a unified classification of types of effectiveness and methods of their assessment, as well as the weakness of their interconnection in the assessment for individual participants across the vertical when performing functions (rendering services, performing works), which negatively affect the achievement of national goals. These problems are often compounded by a formal approach to setting performance criteria, and in some cases by insufficient quality of reporting, on the basis of which management decisions are made. The innovation of the research is the integration of types of efficiency and their parameters at all levels of management consistently from national projects, state (municipal) programs, budgets of all levels and institutions. Based on the analysis of methodological approaches to performance evaluation, the author suggests the use of uniform types of efficiency throughout the hierarchical chain of management in the budgetary sphere: operational, social (public) and managerial. This article may be of interest both for representatives of the scientific community and for practitioners of government bodies, as well as state (municipal) institutions.

Developing extra-budgetary financial instruments to support the National Ecology Project

Egorova D.A.

Abstract

The implementation of the activities of the the National Ecology Project implies financial support at the expense of extra-budgetary instruments for almost a quarter. The capital intensity and non-financial nature of the results of environmental measures complicates the process of attracting private investment. This study is devoted to the analysis of the key directions of the development of extra-budgetary financial support instruments of the the National Ecology Project. The study identified the following development vectors: tax and depreciation preferences for participants of the national project, the creation of sustainable structural loans with the possibility of subsidizing interest rates, the expansion of the segment of green and sustainable contracts due to thematic derivatives. Developing socio-cultural funding: from traditional models to new financial instruments

Razumovskaya E.A., Vishnevskaya N.A.

Abstract

The is devoted to the issues of financing the regional culture sphere. The article analyzes the current financing mechanism based mainly on dependence on targeted budget sources: federal budget funds, inter-budget transfers and consolidated budgets of the constituent entities of the Russian Federation. The structure of the regional financing system of the culture network includes support within the framework of the Culture National Project launched in Russia in 2019, as well as support outside the framework of this project. It is proved that the current traditional budget model of financing the regional sphere of culture needs to be reformed in favor of creating conditions for attracting extra-budgetary sources of financing. The new financing model should include new financial instruments and social impact bonds should become a priority financial instrument in the regional sphere of culture. A possible mechanism for financing the regional sphere of culture through social impact bonds is proposed and justified. Its implementation will generate a synergetic effect for all stakeholders of the regional sphere of culture, unload and redistribute budget financing to other types of economic activities and attract extra-budgetary financing to the cultural sphere.

Variable value of the discount rate and net discounted income with variable definition of initial investments in the pessimistic scenario of the investment project

Guzhev D.A., Sintsova E.A.

Abstract

When planning the values of dynamic investment performance indicators at the feasibility study stage, the scenario approach does not fully address the issue of taking into account the variable discount rate of future financial periods for the planned values of net discounted income both at the investment stage and at the stage of useful life of the newly created real estate object. In modern publications of both foreign and domestic authors, this issue has not been fully examined, including in the context of the variable definition of initial investments. The authors of the article propose a scenario approach to calculating the value of the net discounted income indicator of an investment project at the stage of feasibility study, taking into account the variable definition of initial investments and the variable value of the discount rate for the specified efficiency indicator. The results of the study can be used in the implementation of investment projects in modern domestic conditions.

Effectiveness of post-crisis regulation of financial markets

Danilchenko A.V.

Abstract

Price fluctuations have always been and will always be an integral part of the financial market. However, when they get out of control and result in large-scale financial crises, the consequences tragically affect both the well-being of market participants and the entire economy of the countries. Is it possible to prevent price fluctuations? How to restore the balance as a whole? These are the questions, the answers to which are still not fully known to economic theory. The economy does not stand still. Markets develop. As a result, many previously successful interventions lose their effectiveness and leave room for new research. Today's post-crisis regulation is rather aimed at eliminating the consequences of crises, while less attention is paid to the study of ways to prevent them. This means that the existing regulation does not fully offset the impact of crisis effects on the economy, which determines the relevance of this research. The research is aimed at identifying the main problems of financial market regulation in post-crisis conditions. Knowledge of these problems and the proposed recommendations will contribute to improving the quality of regulation. At the same time, they provide stability to the financial sector as a whole. This is the significance of the conducted research, which contributes to the solution of the scientific problem of improving the effectiveness of post-crisis regulation of financial markets. The article will be of interest to professional participants of the financial market, as well as representatives of credit institutions.
