PROBLEMS AND DECISIONS OF DESIGNING OF MICROPROCESSOR MODULES OF NAVIGATING EQUIPMENT OF USERS GLONASS
Abstract
The short history of creation and current state of problems in the field of satellite navigation is considered, systems GPS and GLONASS in particular are considered. The basic problems of development GLONASS are allocated and decisions of the marked problems are offered. The problem of designing of navigating receivers is considered. The basic ways of the decision are allocated at designing of the big integrated schemes and microprocessor modules of management by the receiver of satellite navigation. The structure and structure of the integrated microprocessor for management of the navigating receiver capable to conduct reception of signals in four systems is offered: GPS, Galoleo, Bejdou and GLONASS. The basic ways of development GLONASS in the light of globalisation of satellite navigation on a global scale are planned.

NUMERICAL ANAL YSIS OF THE PROCESS OF PUNCHING SHEAR OF A SOIL
Abstract
Special mathematical model, generalizing of classical model of the elasticity theory, is used for the analysis of directions of the deformations localization in samples from soil with different strengths. Numerical solution of the problems is carried out by means of iterative process, on each step of which the equations of the elasticity theory with initial stresses are solved on the basis of the finite-elements method.

CAUCHY PROBLEM SOLUTION FOR A HYPERBOLIC SYSTEM OF THE HOMOGENEOUS 2-DIMENSIONAL QUASILINEAR EQUATIONS
Abstract
The method of solving the boundary-value problems for hyperbolic system of the homogeneous quasilinear equations of two independent variables with the help of conservation laws is presented. This method is applied to basic boundary problems for the system of two-dimensional plasticity equations under Sent-Venan-Mises yield criterion, as well for the system under Coulomb's criterion.

ELABORATION OF A VECTOR BASED SEMANTIC CLASSIFICATION OVER THE WORDS AND NOTIONS OF THE NATURAL LANGUAGE
Abstract
The problem of vector-based semantic classification over the words and notions of the natural language is discussed. A set of generative grammar rules for the generation of the semantic classification vector is offered. The examples of the classification application are given. A theorem of optional formal classification incompleteness is presented. The principles of assigning of the meaning-bearing functions over the classification word groups are analyzed.

ASYMPTOTIC PROBABILISTIC GENETIC ALGORITHM
Abstract
This paper proposes the modification of probabilistic genetic algorithm, which uses genetic operators, influencing not particular solutions, but the probabilities distribution of solution vector components. This paper also compares reliability and efficiency of the basic algorithm and proposed modification using the set of test functions and the bank credit portfolio formation problem.

NUMERUCAL SIMULATION OF THE CESIUM CYCLEIN THE UPPER ATMOSPHERE BY MEANS OF L -STABLE METHODOF THE SECOND ORDER OF ACCURACY
Abstract
An algorithm of right-hand side and Jacobian formation of differential equations of chemical kinetics is described. Numerical simulation of the cesium cycle in the upper atmosphere is conducted by means of the L-stable method of the second order of accuracy with the control accuracy. The results of the computation are presented.

ACTIVE METAMATERIAL BASED ON INTEGRAL NEMS STRUCTURES
Abstract
The conception of the integrated nanoelectromechanical systems (NEMS) formation method is overlooked in this article. This method is based on an original combination of self-organizing and self-aligning processes. The functionality of the proposed NEMS structures and possible applications of nanomaterial, formed by a two-dimensional array of such structures are discussed. The results of the experiments are directed to propose NEMS technology realization.

In this article a new approach in modeling EDA systems is offered, containing elements the functioning of which is connected to sharp parameter changes; during a mathematical description it leads to an essential increase of the derivative phase variables. An optimization approach to the modeling of the world socio-economic strategy on the basis of economic-mathematical model of optimal control is described in this article. It is evident the model has to take into account the interaction of the main economic agents of the world socio-economic system, that is, producing, consuming, financial and control world sectors. GRAPHIC INFORMATION PROCESSING USING INTELLIGENT ALGORITHMS
Abstract
Finding an appropriate set of features is an essential problem in the design of a shape recognition system. This paper attempts to show that for recognition of objects with high shape variability such as handwritten characters and human faces it is preferable to use the modified artificial neural network to feed the system with processed images by novel scale-and rotation-invariant interest point detectors and descriptors and to rely on learning to extract the right set of features. Experiments have confirmed the usefulness of the modified artificial neural network in a real-world application.

TRANSMISSION OF SIGNALS BY INVARIANT METHOD WITH FURTHER NON-LINEAR PROCESSING BY WEAK CORRELATION
Abstract
The invariant system of processing of information based on square-law characterised non-linear processing has been synthesized. By calculating the parameters of such kind of system it is assumed that the readings of sub-carrier are interfered with the additive noise and weakly correlated with each other . Quantitative estimation of the operation of such kind of system is compared with the quantitative indicators of the classical system with amplitude modulation and with the characteristics of the invariant system based on extended synchronous detection.

ECONOMICAL METHODS FOR FIRE RISK MANAGEMENTIN ADMINISTRATIVE-TERRITORIAL FORMATIONS(USING AIR AND SATELLITE MONITORING)
Abstract
We have justified methods of identifying and evaluating fire risks in communities and forest facilities. The economic procedures for reducing fire risks were also analyzed in accordance to natural, climatic, and economic conditions of the territory. The principles and the order of evaluating forest fire risks have been described. We have also described the dangers of fire outbreaks, their late allocation, development, and ineffective extinction of forest fires. The main factors of organizing fire safety in communities and forest facilities are described. In this article we have presented an economic-mathematical model of forest fire risk management based on the criteria of a minimal total loss from forest fires.
