Abstract

The short history of creation and current state of problems in the field of satellite navigation is considered, systems GPS and GLONASS in particular are considered. The basic problems of development GLONASS are allocated and decisions of the marked problems are offered. The problem of designing of navigating receivers is considered. The basic ways of the decision are allocated at designing of the big integrated schemes and microprocessor modules of management by the receiver of satellite navigation. The structure and structure of the integrated microprocessor for management of the navigating receiver capable to conduct reception of signals in four systems is offered: GPS, Galoleo, Bejdou and GLONASS. The basic ways of development GLONASS in the light of globalisation of satellite navigation on a global scale are planned.

Abstract

Finding an appropriate set of features is an essential problem in the design of a shape recognition system. This paper attempts to show that for recognition of objects with high shape variability such as handwritten characters and human faces it is preferable to use the modified artificial neural network to feed the system with processed images by novel scale-and rotation-invariant interest point detectors and descriptors and to rely on learning to extract the right set of features. Experiments have confirmed the usefulness of the modified artificial neural network in a real-world application.

We have justified methods of identifying and evaluating fire risks in communities and forest facilities. The economic procedures for reducing fire risks were also analyzed in accordance to natural, climatic, and economic conditions of the territory. The principles and the order of evaluating forest fire risks have been described. We have also described the dangers of fire outbreaks, their late allocation, development, and ineffective extinction of forest fires. The main factors of organizing fire safety in communities and forest facilities are described. In this article we have presented an economic-mathematical model of forest fire risk management based on the criteria of a minimal total loss from forest fires.
