The conference in Magnitogorsk in February 2019 was devoted to modern cultural strategies of industrial cities. Magnitogorsk is one of the key cities of Soviet industrialization, where unique cultural projects were implemented in the 1930s. Evidence of this is the Magnitogorsk state choir named after S.G. Eidinov, the Magnitogorsk state Conservatory named after M.I. Glinka, the Magnitogorsk Opera and ballet theatre. Nowadays, these cultural institutions are focused on cooperation with the city - forming University-Magnitogorsk state technical University named after G.I. Nosov, who initiated a scientific conference on new challenges of cultural development. The speakers addressed the past and future, presenting the formation of the concept of an industrial city in the USSR, as well as new European strategies of industrial cities. The author of the proposed article relied on the research experience in the scientific project "Chronotopia of the city" (RGNF grants in 2006 - 2015), as well as on his publications in the Russian-German almanac "StaLaPlan" (1997 - 2006).

This article discusses current trends and prospects for the motivational formation in cadets of the penal system, contributing to the improvement of their physical fitness during the period of training in a departmental university. A study was conducted of psychological factors that play a crucial role in the educational process of cadets of the Federal Penitentiary Service of Russia, and also analyzed the forming motivational factors that are used in practical reality of cadets of the Russian Federal Penitentiary Service. Also, in the course of this work, a survey and a static analysis of data on the motivational component that influences the process of physical formation of cadets of the Federal Penitentiary Service of Russia during the educational process in the discipline "physical training" were conducted.

The article provides a mathematical and statistical analysis of the quality of the test in the section «Linear Algebra, Analytical Geometry» with the help of the following characteristics: reliability, validity, diskriminativnost. Testing was carried out in the environment of distance learning (LMS) Moodle. The problem statement: as a result, tasks that did not meet the specified requirements were rejected. The analysis of validity was carried out on the basis of checking the type of distribution of points. Testing the hypothesis of the normal distribution of test scores was carried out by Pearson's criterion. The reliability of the test was checked by regression analysis by splitting the test for even and odd jobs and determining the correlation coefficient between these groups. Further, the correlation coefficient was corrected by the Spearman-Brown formula and the significance of the obtained correlation coefficient was checked.

The article deals with the problem of designing a new course in physical culture, as well as the role of fitness in this process. Analysis of programs of state universities and private courses shows that the most optimal and effective way to achieve the objectives set forth in federal target programs for the development of physical culture and sports is to study at state universities that can provide graduates with both theoretical and methodological basis and material.

A typology of genres, historical and cultural background of the Russian song and the German lied of the mid-18th century have been widely discussed in scientific papers on literature and culture of the 18th century. A comparison of the Russian song and the German lied is significant for culturologists and specialists in literature studying the Russian-German literary connections. This article addresses a never investigated problem of the similarities between songs by Feofan Prokopovich and Friedrich Rückert.

The article describes the problem of achieving agreement between the power, business and civil society, which can’t be solved without mutual efforts from both the government and business structures and civil society. The works of domestic and foreign authors on the topic of understanding the communications of government, business and civil society are presented. Empirical analysis is based on sociological research, focused on assessing the impact of the process of constructing communication between government, business and society. The research results are aimed at identifying the role of dialogue communication in the interaction of the government, business and civil society, as an essential element of the socio-economic development of the business climate of the country.

Subject of the article: features of postmodernism in creativity and self-identification of anonymous street artist Banksy. The object of the article: the personality, creativity and authorship of Banksy - a well-known street artist, preserving his anonymity. The purpose of the article is to analyze the phenomenon of Banksy, which consists in the specifics of his work, in the features of the composition of his works and a special form of personal self-identification from the position of the postmodern concept of "author's death". Methodology of work: the article highlights the research on the mechanisms of personal self-identification of anonymous street artist Ben-XI and the specifics of his work, formed as a result of the description, comparison and analysis, conducted in line with postmodern postulates, in particular, the poststructuralist concept of "death of the author". The results of the work: the problem of the author, who received the highest its development in the framework of the program of postmodernism, is very important in modern conditions of the flourishing of mass culture and trends of depersonalization creativity. The result of this study is the analysis of creativity and personality of the street artist Banksy in the aspect of poststructuralist concept of "death of the author", the results of which open a new field for research of the creative personality and the author's problems in the modern world. Application of the results: Banksy's personality, diversity and originality of his self-expression in his work have become a unique phenomenon of modern culture, which requires further study and theoretical understanding. Conclusion: the scientific novelty of the study consists in the analysis of the specificity of creativity, authorship and personal identity of the street artist Banksy in the Russian postmodern concept of "death of the author".

The work is devoted to the optimization of a new aspect of modern education. Designed for teachers and students of the new specialty Biotechnology. For the first time the General requirements to technological scientific researches of students which are aimed at continuation in works of higher level are generalized. Due to the diversity of the new specialty and the involvement of specialists in different fields in teaching, the aim is to specify the requirements for research in biotechnology at a technical University. Taken into account the requirements of the STATE, reflected in the textbook with the stamp of UMO, as well as requirements for qualification work at the levels of engineering training, PhD and PhD in the field of technology of chemical and biochemical industries. Features of experimental research of biotechnological productions which demand comprehensive study of all stages taking into account bases of preparation of biological objects, the fermentation and final operations are analyzed. Important for researchers who do not have technical training engineering fundamentals of experimental design of the technological scheme are identified. To substantiate the technical possibility and feasibility of implementing the results of any research, the requirements for the analysis of mass and energy flows are formulated. The principle of scientific literacy in the form of quantitative approach is singled out separately. The requirement of economic competence in the solution of problems of biotechnologies of the region is formulated. The levels of technological professionalism in qualification works are specified.
