In the article the approach to the formation of a technological innovation cluster in industry of the region is proposed. Its composition, structure, functions, and place in the system of strategic development at the meso level is considered.

This article is devoted to some problems of modernization of production and innovation in the economic structures of the industry. However, it is worth to note that the solution for these problems is a complex task and it requires a variety of long-term efforts of society.

The article considers issues on management organization industrial enterprises innovative development of a comprehensive strategy using external consultants. There are proposed the classification of strategies and conceptual apparatus for system of managing the complex for enterprises innovation development.

Under existing conditions of innovation development, the efficiency of AVTOPROM enterprises (engineering improvement and economy of designed models, and as a result their competitiveness at foreign and Russian markets) is mostly determined by successfulness of subdivisions which are performing scientific research and design activities. For the evaluation of these activities, the use of exclusively financial indices as the key indices satisfies less and less managers and company owners. Underestimation of non-financial indices casts doubt on the possibility of the realization of the strategy worked out by them. The use of the balanced indices system of scientific research and design, the intrusion approaches of which are given in this article, will solve the problem.

Methodical and practical recommendations to improve the efficiency of business communications in the management of vertically integrated structures

In this article the authors consider the importance of scientific and technical information in the development of society, reveal the main features of information and substantiate that information should be considered as an important factor of production.

There were analyzed the present time system of indicators of innovative projects of development of Russian automotive industry enterprises. Taking into account progressive foreign and native practice there were formulated the suggestions about its improvement taking into consideration the human factor.

The interpretation of liberalism ideas intensively implanted in Russia in 1991 –2000 reflected the trends acutely opposing government regulation of national economy and social development and reducing such regulation to the unprecedented level that has no scientific and practical grounds to be called liberalism in comparison with the western notions and ideas of liberalism and liberal economy. It pushed the national economy and social sphere of Russia to “the point of unreturning» to the technologically, industrially, postindustrially, and socially developed nations. Taking into account the destructive results of the interpretation of monetarist and neoliberal ideology in this country, the author regards monetarism as a deliberately ineffective “special export model of pseudoliberalism”, act of unfair global competition or intellectual economic provocation directed to dismissal of Russian Federation as strategic rival.

Transformations taking place in the global economic system need the modernization of processes of the interaction of economic agents, in particular of the fields of industry and education. Participation of enterprises in educational spaces can increase the efficiency of enterprises’ operation due to the address formation of their human and intellectual capital.
